  In CC comps there is a way of moderating scores so that players of all tiers can compete against each other.   Can anyone help me with such a system?

  You'll just have to work out your own handicap system. But whatever you do you'll upset someone.

  In our club we use a very old system.  Winners are deducted 2 shots from there starting handicap and others receive a shot back.  This way, over time, everyone has a chance to build their handicap to a winning level.

  We play a club comp (outside of the normal WGT setup) each week using this system.

  There are CC's that have various types of handicap systems created, I know the one I belong to does as well as others I have belonged to. You could join one of those or help your CC club establish one if the membership as a whole wants the same thing.
