    why are we getting a two stroke penalty if ball goes into the water?

    'we' are not. I get only one stroke penalty.

    It is a one stroke penalty (without distance, but dropping behind the hazard). So if you drive the ball in the water on St. Andrews 1, you will play the next shot from behind the water but lying 2 instead of the 1 actual shot you took = a 1-stroke penalty. (Under the Rules of Golf, you may elect to play the ball from the previous position, but also with the penalty = stroke + distance.)

    Think of it this way.

    1st shot...in the water.

    2nd shot getting out of the water (penalty)

    Now hitting 3rd
