    Hw do you report your suspicion that a "new" member is an "Old" member under a new name?

    Yes, if the previous account is closed, it's completely legal. However, rules state that people who restart aren't allowed to play in credit games until they reach their previous tier, which is not the case with the member I think OP is referring to.
