Given that I am not the best player in the world that the meter speed is to fast for me an that I do not have money to spend in balls all the time or in new clubs is it possible to go from master to the tier before in other words to move back one tier because I have not been able to enjoy the game since I change tiers which is way I left the game for over 6 months now I am playing again but things have not change so I am considering leaving the game for good.

No unfortunately you are unable to do that.
The WGT GI3-S balls are very good value.
Try doing some surveys etc to get your bank of credits up a bit.
