Would it be possible for the flag to wave in the direction of the wind and be limp or stiff (no girls, not THAT kind) depending on wind speed? Right now the flag just waves in the wind but many times it's not accurate as to wind direction.

If you have flag animations on, the flag fairly accurately waves in both direction and strength. The flag on the mini map is not accurate but isn't really supposed to be.
Flag animation can be turned on via the options - always amuses me, 30mph wind and the flag is dead still! However be warned, the more options turned on can cause meter problems. I personally do not use flag animation option for this reason.
