If Person A is at Level 50 and has a club that is available at that level, can he/she give the gift away to someone at lower level?
No.
1. You cannot gift your own clubs. You must gift through the pro shop.
2. You can only gift items at or below the recipient's level.

4. You cannot gift credits, only equipment.
If this were possible then a lot of top players would start a new account and gift all of their equipment to the new account and win everything.
