When shooting a practice round using upgraded golf balls does that wear them out or no?  Thanks.

Yes and mulligans count as two hits - regardless of round type, an upgraded ball will wear them out.

Best to stick with the starters or the 10c ones.

Being pedantic, a mulligan will cost three hits of wear on your ball. Two hits for the privilege of taking a mulligan and another for the actual shot.

Exactly, practice rounds with different balls will hurt one's game rather than help it. The game is won or lost on the green and each ball has different putting characteristics.

    +1

Practice is useless with a different ball.
