I confess that I don't chip from rough. Alas, I'd put it the other way round, more general:
Chips must fly to fringe or green. The flying part will be short, only 20% of the length. From rough, enough power must be added (if ever possible).
Pitches must not land in rough. They fly 50 to 70 % of their length.
Big problem for beginners: The dreaded caddy will propose "chip" or "pitch" regardless of the situation, if only the ball is close enough to the pin. Make your own selection!
