Where is it? I've been playing on and off more on lately. I get enough credits to buy it and it's not available. I'm level 94 but level 98 will take me until I'm actually 98 years old. Before you could pay an extra 5 dollars and get the same qualities as the level 98 R1.

Limited Edition.  For now it's gone.  It  may be back for a bit again, but no promises.

What could possibly be a sane reason for limiting access to this club? No other club has limited access that I can remember on here.

Marketing - we all admired this clever move.

500 credits more for the low-level version, limited time. Not only would they sell a lot with extra revenue, furtheron quite a few would play their a$$es off to get up to the required level, using a lot of precious balls.

Taylormade put out the Black R1 as a limited edition driver last year.  WGT simply followed suit.
