i am at level 64 and recently moved up to master. my avg score was in the mid to high 60's but since i moved up to master its gone back up to mid 70's. whats the issue? the only thing that changed is the tee box moved back for me. is it time for new clubs?

More changed than just the tee box locations.

When you 'tier up' you get somewhat less forgiveness if you miss the Ding!. That is in part what VEM is.

So yes, you may want to get clubs that have more Precision and Forgiveness.

Your average resets when you move up and is based on what you're currently shooting in your present tier.

At the Master tier your scoring average will be 'saturated' when you have 40 ranked rounds.

Once saturated your scoring average can no longer go up. It can only stay the same or go down.

    It will come back.

Personally, I got new clubs, i.e. replaced the starter clubs, once I made Master. It took a couple of weeks but my playing came around. Within a month, I was Tour Master.

If you really want to get your avg back down, beat higher tiered players in match play. I think that's what got me to TM faster than I could have imagined.
