Scenario...I'm playing a game and my meter is running smoothly without a hitch.  All of a sudden it starts going nuts and begins jumping and hesitating.  So what is happening to cause this and how do I fix it mid-game without shutting my computer down?  I thought perhaps my security started doing a scan and maxed out my CPU usage but that wasn't it.  For a smooth meter my CPU's fluctuate between 10 and 30.  But when this happens it's suddenly using 40 to 90 CPU's.
    Help!

If it's not a security (anti-virus, etc) application it could be an OS update or some other OS service that has started up in the background.

I keep Task Manager open (minimized) when I play and when I see that my CPU is working more than I expect I change Task Manager from Performance to Processes so I can see what started up.

Lots of possible different causes for the disruption.

One thing I do that seems to help a lot, is regular repair of

    the Microsoft .NET software.

    Hope that helps.
