  i notice you can only change the conditions when playing practice rounds

  do you have to wait until a certain level to change them for ranked rounds or are you just not allowed to

  With Ranked rounds, the option will never be there.  The ranked rounds are tied to your scoring average and tier.

  Well in Country Club tournaments, you do have the option to set the conditions you want. Wind speed, green speed, and now even tee boxes you can select whichever setting you want. I have played 2x country club tourneys since I reached Tour Master, and I'm fairly sure that they both are included in my current average. As far as I know all CC tourneys are ranked. So it would seem to me the option is there, but is only available through country club play.

  That's totally different than regular stroke play games 

  and they do count towards the avg but your club has to be lvl 3 also
