Here are a few things that might help with meter hesitation. Turn off any Options you don't need and lower the Flash setting. If the meter stops and starts again, DO NOT swing, just let the meter go past the white line. The game will not count that as a stroke, but as a practice swing. Keep in mind this is a web based game and the conditions, like real golf, are not perfect.
