Hogmanay - Scots word for New Year's Eve. Celebrating Christmas had been banned in past times in Scotland which led to New Year becoming the big event (any excuse to party).
Lang may yer lum reek - Long may your chimney smell of smoke.
The guy in the picture is out first footing, after midnight we go out to visit friends/family/neighbours carrying with us some gifts, usually food ( shortbread), alcohol (obviously) and a piece of coal (related to the lum thing above). Although the coal thing is less common in the age of central heating.
