While the R&A hosts The Open, they don't own a course, at least not those on the Links of St. Andrews including The Olde Course (our STA). It's municipal like Torrey, through the St.Andrews Trust, with playing rights to a few local clubs.
Thus Torrey Pines may be a candidate who's owner is open for negotiations, more than a traditional private British golf club, and the South course is long enough for WGT's high rollers. Travel costs for the production are low from S.F. - good chances!
