  Faterson, they take the measurement from the center of the cup.  A golf ball is no less than 1.68 inches, therefore it is impossible to have a putt that is 1 inch from the cup, as more than half the ball would be over the edge, ergo in the cup.  When you see the result as 2 inches, it is literally hanging on the edge of the cup.

  OK, thank you for clarifying. (Then they just need to change the info on the overhead mini-map, from the, as you say, impossible 1 inch left to pin to plain old satisfying zero. But that is already a different bug as Fuzzy remarked, and not one I care about enough to launch a separate thread for.)
