Why not just say all countries?

I suspect not all countries are allowed?
IE: Cuba, North Korea, Lybia, etc...
I didn't check closely if those flags are there, so I could be wrong.
But, if that's true, then it would explain it

I think it is interesting education to see flags show up from places unknown that have some land, no wealth, no education and no future except a bleak one, but at least they have a flag.
