  Normally you can just sbout detect the wind effect if you repeat the exact same putt from a CTTH putting challenge and overlay screenshot images in a graphics program. For most practical purposes the wind effects are small enough that you can simply ignore them.

  Higher winds can have a tremendous impact on putts, especially longer ones.  It's not uncommon to add several feet to say, a 60F putt into 25 mph head wind.  Even side winds can push the ball several feet over distances. 

  I even adjust for 15 mph winds with 20F putts.  So yes, wind, 100% w/out a doubt effects your putt.
