I assume by not moving the "cursor", you mean the aim marker. I very rarely move it from the hole, yes, even on 13 greens. If I have a very severe break and downhill I will bring it out some, but I have putted from day one like this.
It is known as "off ding putting". I only try to hit the ding on a putt if it looks to be straight in with no dot movement. Depending on the severity of the break and the direction, I will click anywhere from a hair to a whole lot early on the ding, or a hair to a whole lot late on the ding.
This method of putting has been going on since the game started and a whole lot of players use it, though still a definite minority. In the pro shop there are putters whose attributes cater to this style of putting and putters whose attributes will wreck you with this style of putting.
