For all new equipment from here on out, you should do this.

For the top level...best...clubs: Make them some super high level, 115+, but also make them Champion...so lvl 115+/Champion.

And for each tier set...say L/TL do the same, so on and so forth.

By doing this, if someone wants the best clubs...the farthest hitting clubs...the best stopping clubs....the most accurate clubs...well then, they need to stop sandbagging and tier up. Or wait a couple years to reach the very high level of the clubs...lol.

I fell this would create a better division between the tiers, have people actually strive for that next tier...instead of just waiting to level up, and somewhat prevent the sub-250RR TLs that shoot only in the big money tourneys (i.e. Monthly tier single play for 20,000/17,500/15,000 credits) and RGS, and never shoot anything over 60...EVER!! (you know who you are...it's more than obvious) ....from milking the tier and getting darn near all the credits every week and month (essential robbing the honest players) and getting the best clubs to shoot with.

I do not know if this makes sense to anyone else. I also know I rambled a bit, but I get a bit perturbed when I keep seeing 2 specific names on TL monthly leaderboards and nothing is ever done.

This does make sense to me, because it wouldn't make people shoot any less. They wouldn't lose revenue, cause each tier would get their level of club. Of course this would really only apply to Legend Tour Legend Champion Tiers.

Just a thought. I'll keep shooting no matter what, so really doesn't make a difference to me....unless you release a super awesome club at a super high level, and it would take my lifetime, and then some, to get there...lol.

The problem with tiered clubs it limits the market WGT can sell too, hence why they moved away from the structure years ago.

If you are saying you need to be both level 115 and a Champion (as your example) even fewer people will ever  obtain them. I certainly will not make level 155.

    Not good business sense.

In real life, the best clubs and balls are available to everyone with the proviso that touring professionals get to use clubs that might not be for sale. But most of us purchase our real golf equipment based on the performance that we are able to get from particular clubs or balls. Why pay additional $$$$ for something that was meant to be used by a much better player? As we progress and our abilities improve ( perhaps) we buy better equipment and play more challenging courses.

This is how WGT works as well with a few limitations based on experience and ability. Eventually, anyone playing WGT gains enough experience to use the best equipment whether they have the ability or not, just as in real life. An experienced pro has the right to purchase almost anything that the high level tour legend can have in his/her bag, as it should be. The question is one of whether the pro can get the performance from that equipment. Also as it should be. Equipment does not make a champion, but a champion can get more from the equipment .

I think that puts an unnecessary penalty on individuals who just want to play the game. For example, I rarely play tournaments and pretty much only play solo rounds. For me the game is a nice diversion or hobby.

While I should be able to make Tour Legend later this year, it will probably take another 1.5 to 2 years to reach Champion, if I do make it. That means I would have to play about 3.5 to 4 years before I would be eligible to get the best clubs. To me, that seems excessive.
