You never answered the question either - do people join then leave?
Usually I will only play with friends, as I trust they are not going to quit.....but to try it out I set up 5 games - people joined all 5 games. It was set so anyone could play, no restrictions.
I then set it up, legends as the minimum......still people joined.
In all fairness, I did not start one of the games, but players joined, sure some left if they saw it was a champ and they were a pro........
I then joined random games.....no issues here.
Whether it is just afflicting you or if there is a restriction on tier and there are not many playing I am not sure.
I know there are times when most of the US is asleep, it can be hard to get a game of alt going.....
I do believe numbers are dwindling, but usually between friends it is possible to get 4 players.
