Why is this locked even tho I have passed the requirements?
All equipment is locked as well for level 62 ...

sometimes it locks up like that but once you hit level 63 it will reset and everything will be fine

just incase it stays stuck?
never mind it reset after 63 like you stated, didnt realize i was so close to it
