  up grading from my onboard graphics chipset to a PCIe card eliminated 95% of the stutter problem for me. (6100onboard to a 8400gs pcie) one can pick up the 8400 for around $50-$65. it is a cheap cheap cheap card good for internets and video ect.

  To add a helpful note if i may ... with all recommendations followed and with adequate resources on my end (both local machine and connectivity) ... i've found that the meter problems are somewhat  lessened during PM hours usa CST and using the wgtg line of servers instead of the psj line ... which may mean that part of the problem could lie in how well flash data is being transmitted through various ISP networks at different times of the day .... this is generally the case as i have seen it ... i would have to say that i've experienced the best game play on sundays as a general rule aswell ...
