The min ranked rounds in that chart do indicate the number of rounds to saturate at each tier.
You have to play 40 ranked Rounds to saturate your average and get your average down to 63 to advance to Tour Master.
I have a friend that made champion tier beginning of Feb and he has played close to 300 ranked rounds and his avg still fluctuates. I never kept track of mine but know it did not take that long
WGT changed the number of RR you have to play late last year. I think it used to be 250 at the champ tier. It is now 1000.

It used to be 200 rounds. In fact, for those who were Champions before the changes, saturation is still 200 rounds.

I turned Champ about the same time as your friend. I got about 340 RR. 660 to go
WOW that is a shame seems near impossible to make TC
