I simply don't know how far WGT advanced players by level so that's why I wrote it was at least early on, which means it could also include advancing through other tiers. But I was confident they did at lest through the early ones.
But to answer your question, no, I guess wouldn't include Legend as an early tier.
I have always considered Legends as an upper tier. Once you hit parking Lot tees, your with the big boys and they earned it.
