Because it's available to everyone, I don't see how it creates an uneven playing field.
But more to the point, eliminating the focus boost would not create an even playing field. Indeed, an even playing field simply doesn't exist. That's true for the simple fact that everyone does not get the same winds. Then one needs to factor in the varying equipment or balls that may not be available to all players due them being at lower levels.
If a player is over Level 102, they have some distinct advantages available to them in contrast to lower-level players. For example, they can purchase a longer-distance driver as well as balls with maxed-out distance, spin, and meter speeds.
Bottom line is it's not the focus boost that creates uneven playing fields.
