  Is there a way that when you create a tournament in your CC that you can restrict what tiers can play

  If you create the tournament via the WGT.com country club pages,  yes you can.   You can select any tier(s) you want. 

  Via mobile I didn't see anywhere to select tiers.  I'm not sure about the desktop app as I haven't tried to create a cc tournament with it.

  You cannot create tier-restricted tournaments on the PC app.

  On the pc app go to the old version and set the tournament. There you can separate the tiers.
