That's correct. When you enter a coin room, the game matches you with other players that have also entered that room at that time.
For example, when you enter a room, lets say 50 other players entered around the same time. Of those 50 players, the game is going to try to find the best match for you. If there isn't a good match available, the game will wait a little bit for more players to enter to find a good match. Once a match is found, the game pairs you with the other player and starts the round.
