What is the community spotlight, and what have the people in the spotlight done to get there
Just people with a superb average, hacks, Amateurs, TP with 60, Legends, TMs and Ms below 60, etc go there... simply that.

It is the lowest 8 - 12 averages within each tier that are shown, not exactly sure how many.
