You need to select a ball effect whilst in-game. I never use them, but I think you need to click on the wand in the bottom right corner of the game screen and it will show what ball effects you have, then select one.
I think the selected ball effect will stay for future games until it either runs out, you change it, or you turn them off (by deselecting?).
