Some general guidelines for all those who have stuttery issues with the meter.
1. Go to the control panel of your graphics card (Nvidia, AMD, Intel). Check your resolution to be the native of your display. Most important: Set the refresh rate to 60 Hz or 120 Hz or 180 Hz or 240 Hz.
2. After doing step one, try out the various resolutions of the game (well...actually is only one real resolution, but let's move on...) in window mode and in fullscreen mode and see if you notice any difference.
3. If the problem is still there, for those who are using separate GPUs, go to the control panel and activate the framerate while playing. It must be stable at 60 fps or changing from time to time between 60 and 59.
4. For those who play with integrated graphics (meaning the graphics are inside the cpu), download a program like msi afterburner to activate step 3.
5. Check the temperature of your PC while playing in various modes (step 2) and the ram usage. There are a bunch of apps out there (msi afterburner has this option too, another excellent program is CPUID HWMonitor ), but the easier way is to right click on your taskbar and go to task manager----performance.
