Do you know how many Ranked Rounds you've played since you became Legend? You need 500. Only thing I can figure is that you may have played an unusual amount of Ranked Rounds before making Legend.
I became a Tour Legend a few weeks ago after finishing a coin room game. My average was 68 and I have 721 ranked rounds at the time of this writing. I mostly just play coin rooms, so that may have had something to do with it.

You need 750 ranked rounds as a Legend. Per your history, you have 806 ranked rounds TOTAL. You have a ways to go.

That's to go from TL to Champ. GreenLaser was correct that it's 500 and an average of 60 or lower to go from L to TL.I'd suspect OP has either taken a while at each Tier, or a fair amount of his RRs at Legend include BOP3, BOP5, Custom CC Courses which count in your RR total but don't count towards Saturation or Average.
People keep saying you need a low average, but as I've stated here and eslewhere, my average was 68 point something at the time I was promoted to Tour Legend rank. Perhaps those requirements have become outdated.

I stand corrected... GreenLaser is indeed correct. Sorry for the error. I recently saturated as a TL so the 750 RRs criteria was at the fore front of my mind.
