What i am thinking is Highest Tier should not be fixed one. It should be based on your current form.

talk about a sandbaggers playground that would create - makes sense though - but yet again - money/credits spoils most good ideas

I agree, Alex. But, like Duffer said, it would be a sandbaggers dream. Correct me if I'm wrong, but aside from being able to call yourself a Tour Legend, there really is no benefit to being a Tour Legend? Ideal way to do it would be similar to the PGA Tour. Bigger purses / prizes / perks for playing at the highest level. But, players are also forced to maintain a certain level of play to be eligible for those events. Give people a reason to want to compete against the best to make it worthwhile and make sandbagging less attractive.

The way the system is set up now, every good (and honest) player will eventually be a TL. I will be shortly, and in no way shape or form do I believe that I play on the same level as the best on this site. But, because I have played X number of good rounds over X amount of time I will eventually be grouped with them.

Re-tier players every six months. Top 500(?) based on the past six months in the top tier, with big "money and prizes" up for grabs. Next few thousand or so a tier lower, with lesser prizes but chances to play well and earn a possible promotion....

    I'm rambling.

How about something above TL that is almost impossible to obtain. Then reward them in some way.  Make it a big deal. Tourney's only they can play in for big rewards ect.

    That's an excellent idea.

nail on head - THWACK -

you're so right - if there is a larger incentive to reach a higher tier than the one currently in - then that would help -

I like the re-tier concept too - but might hurt some pride of the powerful and influential here.

    good stuff

At the time TL was first introduced I found it odd the average to enter was only 60. I thought it should be aligned with the Diamond Course Awards for low scores of 57. If TL was set to 57 instead of 60, it would be pretty hard to back in. I suppose at some point I may even back in with the 60 average. Seems too high to me.

Directly in response to the OP, not a bad idea especially the floating average. In the end, the folks with no integrity would still find the side door to killing everyone in the Legend Tier whenever they felt like it.

As some have already said, this would be a sandbaggers dream so as suggested I don't think it's a good idea.

That said, some lateral thinking along these lines and using some of the ideas mentioned, what about a higher tier where you have to 'earn your ticket' every year (or 6 months or whatever time period is deemed appropriate), perhaps to 'earn your ticket' you must have an average below 57 AND win at least 2 tournaments and at the end of every year the bottom 10% lose their ticket to be replaced by the top TLs who have applied for a ticket? (Obviously the exact numbers could be adjusted), then high prizes to these 'WGT ticket' competitions.

Sorry, how silly of me, that would cost money and programming time! Sorry, just some brain droppings I'll clean up after myself.

There are only a few players who would qualify for the Select Group. They are most deserving and should be recognized for their accomplishments. I would love to see these people put into a separate category on WGT. I don't see myself ever making TL but the ones who are all ready above TL should be noticed. Simple, these are the WGT Hall of Fame Players.
