I am not the maker of the rules governing Elk's Big Show and so I am not as aware of the reasons why as a lawyer who drafted the rules or studies them would be aware.
Others who have been playing this game a lot longer than I have probably wouldn't give an authoritative and official answer as that of a WGT representative. Perhaps that is why not many have yet opined—they are leaving the door open for an answer from WGT. WGT would probably be the one to respond with the best knowledge of the reason why in this specific instance. I've been just trying to assist in ways that I am qualified to assist in.
So, thinking that WGT would be the best party to respond to your apparent query, and seeing that they haven't yet responded in this specific thread, I thought that maybe this subject has already been addressed in the past by WGT (perhaps which is why WGT hasn't bothered to respond again when they know that if the querist is not simply expressing a complaint in interrogative form, and really wants to know bad enough, he/she can perform a simple keyword forum search him/herself), and so I did a forum search for you.
Here is a response to the subject provided by a WGT representative dated June, 2011. This is the most specific response to this subject that I've found so far:

I understand the frustration. I am sure he is not the only one. I would suspect that we do not mind who wins from what country. Why should we? But, these things usually decided way ahead of time (we don't just make these the day before) when parties meet together.
Alot of things come into play, sponsor rules, country/state/county rules. Fulfillment feasibility (IE say if you won a big block of cheese, shipping it to outside the country its in would be impossible due to import laws) among other things; like some companies do not allow their products to enter specific country's for various reasons...
One, non-wgt related example comes to mind is when I was looking for battery charger, the better kind could only be bought in Europe because in the USA, that company's got challenged for patent infringement, so court issued a stop order. Which mean, that company legally cannot sell or do anything with that product in country.
I realize the above mentioned example is niche and likely not what's happening here, but it does go to illustrate that the kind of issues that may prevent certain countries from being eligible, is beyond anything one can consider.
For right or wrong, that's what it is
