Thanks for all your replies and I hear all of you.
As the league is new, I don't like the idea of making clubs feel that they are being dealt with harshly or unfairly. And I especially didn't want clubs in the first couple of weeks finding their feet feeling that way.
Although I thought that the fairest way of resolving a team going dormant, which is what appeared to be happening with the UK Golfers Elite A and B teams, is to take all their results off of the league, which is the way almost every league handles it,
the effort made to organise matches should be rewarded even if it is unfair to the teams that had yet to play them and therefore never had the opportunity to take points from those matches.
I did not think it through, and I apologise to everyone involved for it - making rules on the fly is very difficult and it's not something that I wish to do.
So, as for the UK Golfers Elite A and B teams, yes, do attempt to catch up on matches, but I will start to entertain petitions for forfeits on a case-by-case basis, and the teams that you have stood up the last few weeks, including my own, have a pretty good case as things stand. If they are unable to find a time to play you in the next month, I wouldn't be finding much fault with them. However, I don't wish to make taking a forfeit to be too rewarding as I still want matches to be played, so a forfeit if it happens will be 3-0, or 6pts to the team.
