On second thought, you all make valid points. At the time, it seemed like a good idea in certain circumstances. Levels are not necessarily a proof of skill, but an indication that a player has a lot of time to devote to this game and accumulate experience points.
I have always felt that golf equipment should be available based on the location of the first tee for any given tier. Hacks should only have access to the least performing equipment in the pro shop, while better performing equipment would become unlocked depending on tier and starting tee position. It used to be that way, and I'm only sorry that part of the game changed.
Indeed, I am not fond of the level system for determining access to equipment.
