Whilst I will not agree with WGTs stance (lack of creativity IMO) in the levels system being applied so rigidly so high up the facts speak. Very good players who have worked at the game can can do well with L90 equipment, and the rest is icing.
In an ideal world I would still like WGT to promote a route for v good players to get the pro shop open a little earlier than L100 (so v many XPs). However, that's more dealing with the mental side pf the game that many feel is there.
Just FWIW I thought the L97s were a v nice to have, but actual score change wise be a keen eye going through my stats to work out any difference. Any one round no discernible change at all I am sure.
L100s also a v nice to have, but more because I now play with the L71 ball which is 250 credits a sleeve cheaper than the L90 ball. Score wise there is definitely no difference in my game with any ball.
