IRL Pebble 9 & 10 very rarely play into the wind, just when the occasional summer southern tropical storm remnants that sometimes reach this far north hit; otherwise they play with a cross or tail wind.
I don't expect WGT to mirror the local conditions, so wind could come from any direction, but consistent wind oreientation on the course layout should be achievable. In a normal <5 hour round of golf the wind direction generally does not vary; yes mornings are calmer then afternoons, some holes are sheltered and protected, higher shots have catch more wind, etc, but a set wind direction per round would create a better experience.
I have never played SA irl, so I can't speak for #1 & 2 as they appear to be at a 45 degree angle from each other, but I have played Pebble quite a bit and #4, 5, 9 & 10 are always the same wind, with 13, 15 & 18 the opposite
