  WGT doesn't pick those numbers, the golf courses do. It's a standard for courses world wide. No guessing involved.

  This. The holes that need to be conceded, will be set in advance by Finny. They will be the ones, that are rated as hardest on the real course and they are usually not the ones, that are hardest to play here ;-)

  I'll take it "This" was confirming the part of my query you've quoted.

  I wasn't really questioning  how the actual choice of holes to be 'ceded would be decided btw. Finny's tournament, Finny's rules, should work for all.

  Every hole on each course has a Stroke Index  number from 1 to 18, this is for h/cap mainly set for match play purposes, Stoke 1 may not be the hardest hole on the course and is seldom the first hole in case extra holes are played. Many courses set the stroke Index equally between the front and back 9 holes, and base their findings from the Standard Scratch from Group 1 players; I.E. 1-5 H/CAP players, hope this helps. SHOV

  h/cap  is gr8 Paul ,  to level tier's

  but from a start give -1 or -2 not so fare  , still someone can get Albatross ( happen)

   not better to deduct  after a game ??? -1 or -2

  that way is full game ,

  give  1or 2 hole u need to skip them ???
