This gentleman is a forward thinking man. It may very well be that the Grinch is making a list. Every where one goes on the internet, whether through a VPN or not, your computer leaves an ID number.
There are tracking devices deployed all over this site that can tell where the visitor, that has looked at your profile, is located within 3 blocks of your actual location. Some better than that.
I have several, on business websites I own. Proprietary products that need not end up in the wrong hands. Some are invisible for the visitors not to see. A mere counter on a page is one type of these deployed.
The T&C's do not allow these devices. Some are innocuous as, "leave your flag when visiting". Make no mistake, they are locators the the internet has in wide use now to track cyber bullies.
Also nefarious activities. Whether or not a multi is outed and booted, is another story altogether. These people know every multi in here. I suppose if they're filling the coffers, they stay.
Much easier to make the spooks come to them, rather than pour over every applicant in here.
Good business practice on a successful business plan, no more, or less.
