I use iPad all the time , I don’t have any of the problems you describe. When I do get issues from time to time , I delete app , turn off iPad , turn on iPad and reload app , normally it gets rid of glitches.
I am having the exact same problem. I am connected to PhiGolf instead. I have actually tried 2 different phones. It almost seems like it is account related or something.
Reinstall from web page not on Apple store and you get new update....

I still cannot get past the "New Items" page. I've uninstalled, turned off my iPad, reinstalled, still get stuck on this page.
