Unfortunately, as I and many others have stated, there is no way to read person's mind and why they disconnect. It could be on purpose but also by several other reasonable reasons.
We are always listening for ideas how to make the game better, however in this case, all we hear are statements instead of possible solutions.

I believe there many problems created by a player that quit, that affect decent and honest player way more than it affect a quitter..
The most important, in my opinion, is the lost of XP that aloud us to level Up.
If the XP point system only give players the points at the end of the game and only if the 4 players finished (in ranked); then a quitter mess that up if you were lucky and the game didn't froze. We lost the XP, let say we played to #8 and the 3 players quit... I wont get all the XP points of the 8 holes I played with 3 persons.
Possible solution: Instead of giving the XP at the end of the game, give the points after each hole. that way People would't care is some one quit.
Also it will be ok to receive all the XP at the end, but cosibdering all the holes that were played with multiple players. The sistem only give those if all the players end the game. So if I played 2 hours a 18 holes ranked round with 4 players and in #17 3 players disconect... i will receive nothing lol... that is kind of the reason people get mad. So ok, everyone is free to quit... but don't punish the ones who didn't!
Also, worst scenario, game froze and I receive absolutely nothing, lost ball duration, XP, time, and what was the point of finishing the game after 2 hours? So At least if the game froze I wont be mad either beacuse I received all the XP played.
Side effect: Quitter will also get the XP in each hole so less incentive to finish the game.
due to the fack that a game that froze is rare and something than will be eventually fixed.
My 5 cents would be:
Configure the system in order to keep track of the XP earned during the game, taking into consideration the # of player up to which hole and give the finishers all the XP the deserve. If they played with 4 guys 7 holes and only 2 finish the round. give those 2 all the XP of a 4 player round up to the hole #7 and the remaining 2 holes give the XP according to a 2 player game.
