in my CC , there are tier tourneys and tourneys for all. Tier tourneys are less popular but fair for all and members do respect them. In 5 months , i had only 1 member not respecting them and i removed him for it
in CC tourneys for all , we have more than your 10-15 players in most of the time. And the most popular CC tournament is our FedEx Cup event with always 40+ members playing which means + 50% of all members

ps : you will find that most of the time , it is the higher tier players that do play in more CC tourneys
