I believe you need 40 ranked rounds in your current tier and a score of 63 or less to move up to the Tour Master tier.
( It's the number of ranked rounds in your current tier that matters not the total number of ranked rounds since you started playing. )
It's not necessary to hole your approach shots (although it is a nice feeling when it happens), but it is a good policy to learn whereabouts on the green you should place your approach shot to give you a good chance for a holeable putt, and by that I mean something relatively straight.
The level 59 G20 irons (which I've owned) are a good set to have. I never had the R9's but looking at the stats the higher trajectory and better forgiveness of the G20 make them the better option in my opinion.
