    How about an option when on the first tee, when presented with the LAST Ball;

    either buy more of the same OR  change to ones in your bag.

    That way if you do neither of those options, then you risk finishing with the free ball.

    When I play in real life I always make sure my golf bag is properly and sufficiently stocked. It's the player's responsibility to do the same thing here.

    I always check to see that I have plenty of golf balls in the bag on this game, too. Just like you should have a pre-shot routine, you should have a pre-round routine.

    WGT already alerts us when we're low on that type of ball during the game and you have the option to buy more prior to running out. Heck, the game client window already displays how many balls of the type you are using are in the bag before you even set up a game! All you have to do is look at the screen before you play! You don't even need to open up your equipment to see it. It's right there on the screen.

    No change is necessary.

    I'll amend my comment about change. I would like to see the ability to select a different ball from inventory in practice rounds. Using the mulligan feature we'd be able to more  accurately compare various balls for certain shots.. Also, it would provide another avenue for using up those pesky "last balls" that are cluttering up the bag beyond the current system of using them in CTTH or trying to break the hotel windows at St. Andrews with them.

    It shouldn't be that difficult to program. First, check that it's a practice round. If that's true, offer the equipment change after each mulligan. Again, if the practice round check is positive,  in lieue of the starter ball default, offer the equipment change limiting it to what's already in the bag after the loss of the last ball.
