because it is a tier based item. I don't know the reason why, I think it goes back to when there used to be more tier based items, but at any rate, you have never been able to gift an item that has a tier restriction above pro i believe
The level 33 ones are just as good. It's time they had a sort out in the Pro Shop as a lot of stuff is outdated by new equipment now.
