Here's what I used with some pretty good success until the wind VEM kicked in. Not sure it's very valid any more.
Wind
For a while, I found that on US courses, reducing the effect to 43% worked. Lately, I've been having shots completely unaffected by wind, reducing it to best guess. I pretty much avoid tourneys with high wind anymore.
I do love the no wind tourneys. When you hit the ding and are 3 yards off, you really understand VEM.

Written a few myself. Anyway, I know that you know that computers don't do "random," but it's easy enough to approach it with as simple a thing as a time seed. The first program I ever wrote had only a 10% randomization. It was enough to get the job done. 1% would be easy enough and almost infathomable to the vast majority.
Sigh. I admire your quest, but I fear the task is insurmountable without direct access to WGT's code.
