What I have found is different browser's mouse click response time and events vary.  So you may have to try different browsers to see which works best for your mouse and system. Also in windows you can speed up the scrolling, motion and double click speeds however the response for button click is dependent on the type and quality of the mouse and the pad you are using. Also I agree switching your computer to performance can help over all but I haven't found it doing much for click response speed.

Usually the mice made for gaming have a faster more efficient click response due to several factors then your standard mice and can be custom programed for speed and/or control along with mouse pad sensitivity for each game played.

Even still what settings work in a game using one browser may not be completely efficient in another and encounter a slight delay. At least that is what I have found using my Razor Deathadder.
