I am an owner of a country club, I have only 7 members. Is there a required number of
members that I need before I can promote one to officer?
I would really appreciate help on this.

You'd need a certain CC level - see "Benefits" on the CC area of the game client.
But, it's a futile wish - officers have no function yet :(
