  go to foke's profiles, decide if they are worthy or not, then click on the 'add as friend' icon. Then it is up to them to accept you as friend or not.

  Or, join or create multiplayer games, say hello to the other players, if they seem nice and don't quit on you you can click there name in the game screen (showing their stats) and click 'add as friend' there.

  Again, they can decline but friendly people tend to accept friend invites from other friendly people.
